Owner-User vs. Investment True Meaning

As I look through listings of commercial offices for sale, I see some of them listed as "Sale Type: Owner User" and some are listed as "Sale Type: Investment". 

My question is - is this a marketing thing or a true determination of what purpose they can be bought for? 

As an investor, should I not even consider the Owner-User listings or is that just a marketing thing where the broker is suggesting a best use? Are Owner-User listings restricted to only owner use in some way?
