First Commercial Renovation For Dallas Texas, advice please.

I jumped in this head first and let the excitement cloud my judgment. I've already had 2 conferences with the city council and Dir. of the Economic Development. The approval was given prior to the meeting, however, the meeting was for a request for a business plan. Needless to say, this was my first business plan and I promised a plan within 2 days without even having my estimates ready. I printed out an unedited business plan and took it to city hall, only to realize my table of contents were out of order and to save face I put a note on the back stating this is just a rough draft and I'm waiting on actual estimates. Hindsight is showing I'm very inexperienced when dealing with the city on projects. 

After meeting with the contractors for the 3rd time they are requesting a blueprint, lesson number 48, get an engineer to draw your blueprints. After agreeing I would have the blueprints ready within hours I send a nice blueprint that I drew up and paid a VA to "Autocad" it for me. Turns out that's not even close to what he needs, he requested this neat thing called "measurements". I started at 7 am with this blueprint and it's now 12:16 am and I'm finishing half of the 1 level building.

I should have reached out to someone experienced in this area before showing my inexperience in front of important people so before it gets worst is there any advice or pointers someone can give? I'm open to any guidance.

I have no idea to secure funds if I have to put some skin in the deal, hopefully, since its, some kind of grant it won't require any money down. Whats my next move?
