Sell or keep 10 acres in Clovis, CA good for development

Our family has 10 acres in an area of central CA near Fresno that is known for it's schools. There is a lot of development in this region and most areas surrounding this county island are fully developed. Our property is rural property that is currently in a county island but will be annexed into the city in the next few years due to pressure from the state to increase efficiency of these isolated county islands. It is already in 2.5 acre single family parcels and the current zoning rules will allow for up to 2.3 residences per acre now if our parcels are revised. Once annexed, HUD housing would be an option because the city does not have enough HUD housing to meet State and Federal requirements in this area. We aren't sure if we should hold it because the area is booming and we anticipate a significant increase in future value vs sell it now to free up the capital. Would love input from someone who has experience in this type of situation.
