Suggested use for a commercial building in a mobile home park

I have a second floor that is for the most part empty.  Its in a smaller mobile home park that has limited parking. Its appx 1500 sq ft. I had a premiliary estimate to covert to 1 or 2 apartments but im not sure its an effective use of capital as Id rather put it into another park.  Another option was self storage but I think with the limited parking it would only be offered to current tenants for an additional fee.  Cost would be substantially lower than finishing out an apartment but second floor storage may not be the best. 

I would be particularly interested in a solution that may have a low get ready cost and minimal hassle.  Maybe something along the lines of an office that would not need customers?   Maybe we can do it vanilla , plumb in a bathroom or something .  Its not very presentable in its current state. 


One of the limitations is that its in a mobile home park so use may be a bit more limited.
