Need advice on commercial deal in Utah Country

I came across a deal that has pretty attractive seller financing. It's on main street in Springville, UT and currently rented out as a 4 Plex. However it's actually zoned for commercial and the city is fighting to get it to comply with the zoning.

I've never done anything with commercial before, so I don't really know how to find out what demand is like in the area/what I could lease it for as offices or something like that. I took a look on loopnet but couldn't find anything similar for lease in the area.
