Commercial Building Mix-Use

I am looking at buying an historic building in a small town in South Carolina. The building is commercial on the first floor and has two old apartments on the 2nd floor. It looks as if the apartments are straight out of 1940 and need to be completely renovated. I plan on establishing low-income housing for these apartments. Is there state or federal money available to rehab these apartments if I am going to make them low-income housing?
