Analyzing & constructing a 30 unit apt house

I own a 1.4 acre piece of land in a small town, Fabens, near El Paso and I'm contemplating constructing an apt house on this land. Land is level and has all utilities.

I'd like to pick the brain of someone who has actually developed and built a similar size project. I'm hoping to buy some ready plans (in digital CAD format preferred) from someone and I can then modify and adjust these plans to my land and avoid paying the $1+ a square ft that I'm being quoted for a new set. Any other advice would be highly appreciated.
