I want to develop 7 acres of raw land I own in gretna Louisiana

I own 7 acres of raw land, in gretna LA zones MCUD. I want to know how to go about developing it. Where do I start. I am thinking of doing a business park or a small apartment complex on it. I need everything done clearing, utilities, plans. I also need to know how to figure out what building would best fit the spot. I also wanna go as eco friendly as possible.
