Commercial land lease vs. Selling (potential commercial) land in GA

Looking for insight please! My parents have residence & partial ownership of adjacent corner lot (family property)- heavily traveled hwy, busy intersection w/ strong demos & traffic counts- future zoning GC. Need pros/ cons of land lease vs.selling outright. 2.5 acres +/- with additional 4.5 adjacent for sale. Previous contracts @ 2.4 mil & 2.2 million- developer blocked sale... Wanted to sell her use of the public sewer (they made him pay to upgrade the sewer pump station in exchange fir approval of his 600+ home subdivision).... He still controlled the access at that time but has since turned back over to the county. She can go in or out of city limits... Currently out. Now that sewer tie in issue has been removed they ate ready to sell, but is their value in leasing the land so that someone else can go through the development hassle?
