Property Tax Zoning or ????

Do you know of any situations where property taxes are increased exorbitantly to shake loose undeveloped property?  

I’m running for our county board of supervisors.  The main issue is to lower taxes.  I can easily get us from 24th highest to 50th out of 99 counties.  Just fat.   No one will notice.  Beyond that we need more commercial businesses and taxes.   Without going into detail due to hills, creeks and low population only some of the ground can be used.  So I want to shake loose the ground that has been tied up, so it can be developed.
