Looking for Empty Parking Lot

Hi, I have a client who is looking for empty parking lots in Los Angeles ,CA to build a small athletic facility that can be tucked in between buildings.

He’s done something similar in the Midwest in partnership with schools, churches, unused land, and so on.

I’ve sourced Loopnet, RPR, and a few other platforms but the industrial and land options are limited in their search results.

Does anyone know if there are public records where I can find information on parking lots specifically? Other than driving around is there a way to find out which lots are used and unused?
