Office buildings opportunity and converting to residential

With office building available for discount, what state and city let developing them into residential to offset the shortage of inventory for housing especially in southern Ca?

Many jurisdictions will consider the conversion the issue is it is typically not financially viable based on the logistical challenges of doing this - there have been multiple discussion on BP outlining these challenges

even if the buildings were free, wouldn't always make sense. office has a deep floor plate, plumbing, firewalls, elevators, amenities are all huge costs to conversions.
