What to build next to Dollar General?

Hello all. I am new to this community but I stumbled across a piece of land next to a highway in California which has Family Dollar in front of it and Dollar General to the right of it. It also has a small truck stop close by. There are currently no food places of any sort in the area. I was wondering to see what I can try and build on the land. The parcel is only an acre so I have to factor in parking which makes it even smaller. As a guesstimate, how much can I build on it, what can I build on it, and how long would it take? This would be my first development so I am not sure what to do. How difficult are permits to get in smaller towns? Sorry for the load of questions as I am a beginner in developing and am looking to see my options with everybody's help.
