Reaching out to property owners to buy?

Looking for buying retail property, problem is there isn't much available. Everything listed on Loopnet is garbage for the most part, and the pricing on the descent properties is inflated 20-50 percent above other recent comps. Anyone have any luck on basically sending letters to property owners of properties you're interested in? Not sure if this is a good strategy to follow...
