NJ INVESTORS RECOMMENDATION NEEDED ON RUBS SYSTGEM FOR MULTI'S

Anyone uses a RUBS (Ratio Utility Billing) Company in New Jersey for gas metering on small multi properties? I am looking to see how I can best individually bill my 3 unit tenants their gas heat. This property located in Ventnor NJ was built in 1920's and the cost to have an individual boiler for each unit is over $40K total. I need to start billing tenants for their usage of the gas heat so I want to hear how other investors have dealt and solve a similar problem.
