Buying a home with an unpermitted garage conversion

I have an opportunity to buy a home where the garage was converted to a 1 bedroom apartment. How do I find out how much this would cost to get it up to code? What issues could I have with not getting it permitted?

With all things considered, it would be a great rental investment unless it’s going to be a big liability or major cost to get it permitted.
