Writing an offer tomorrow!

I am planning to make an offer tomorrow on a REO single family property. Just wanted a few helpful tips or things to think about if you guys have any!

It's listed at $69,900

It's valued at $90,690

It's a 4br1ba, 1500 sqft. home with an adjacent lot included with a dbl garage and a single garage both detached.

Taxes are $1,290 good neighborhood

Needs all appliances stove/fridge/washer/dryer

A couple windows in one of the bedroom need replaced

Needs new paint and carpets throughout

Has a patch missing on the garage roof

Needs a new sink in kitchen (it's leaking)

Has small mold spot on ceiling in bathroom

The basement has carpet on all the walls? It smells

I plan to offer $57-$62k is that a reasonable offer? I want to make it contingent on inspection and financing do they typically accept deals like that? Any other tips would be helpful!
