Performing tests and other due diligence matters before purchase

Hello,

Greetings all. I am new to this site. 

I am in the process of purchasing a plot of land. 

I have two questions.

In doing my due diligence before the purchase, how can I ensure which tests/surveying options are required or not so that I do not overspend on those that are not necessary.  For example, the land in question is zoned commercial which I intend to build a small mixed-use property with apartments and ground level commercial space.

How can I check to see if there are any liens on the land plot?
