Septic issue...need advice!

Ok, Bigger Pockets family....I need your creative advice!  I am looking at buying a really nice property that has failed it septic inspection due to not being water tight.  I am fine replacing the system, but the problem is, the neighbor's dry well is close enough to the septic tank, that the county requires it's removal.  Apparently the neighbor is refusing to have the dry well removed.  I have not personally spoken to the neighbor yet, but I am seeking any advice on possible solutions to the issue.  I am already planning to offer to have it relocated (pending cost), but what other alternatives do you all have?  Thanks!
