Is now the time to 1039?

I have 5 properties with 4 of them paid for in Chicago, Illinois.  I owe 185K on the fifth one with a recent appraisal of 680K.  I am thinking it might be a good time to 1039 into something bigger.  Go from 8 total units to 12+.  

Thoughts?

@Richard Quijano you are probably better off doing a 1031 exchange.
