Which marketing lists is everyone pulling for the best results?

Hello, 

My partners and I are about to launch a new cold call / sms marketing campaign, but we are unsure which list we want to target. We narrowed it down to:

- Code Violations (trying to find distressed properties)
- Pre-Foreclosure (assuming landlords have some tenants who haven't been paying rent during the moratorium and don't feel like dealing with the headache anymore)

Our thought process is in the current market environment, the only type of houses we will be able to wholesale will be houses that need a lot of rehab. Anything that is in good condition will sell on the market quickly. We were looking into code violation lists, but they might be hard to obtain in our area. Are there any similar lists to pull that to try and find homes that are in need of rehab? (We will be driving for dollars to find some as well but looking for a large list to work off of as well)

Also with the current moratorium, are people still being placed in pre-foreclosure for missing payments even though they can't be evicted?

Does anyone have any recommendations for other types of lists to market to that are effective in the current conditions of the market as well?
