What does this mean?

So I was driving around saw an abandon-ish looking house. It's in a great neighborhood but it looks like no one has lived there for years. 

I went onto the county tax assessor website and tried to look up the owner but it's owned by a 'Trust' and there wasn't really any information I could use to ask about the property.

On the house window, I saw a sign similar to this document (*posted below*). I was wondering what this actually means? Does it mean the house is potentially going to be for sale? Any recommendations of what steps to take next to figure out who I can contact or where I could go to basically see what's the status of the house?
