Property Tax records

How do I find property tax records at a cheap price if not free, Ive looked around on the internet and have found some that require a payment to get the records. I need the records to find out who is making the payments on the house. Im trying to avoid paying big amounts for just one house (it adds up quick). Hope this makes sense, any help is greatly appreciated. Thanks
