Trailer Park Rent Increases - California

I'm working with a client in California that owns a mobile home and pays $1,300 in monthly rent. After she put her home on the market and had a buyer under contract, the property owner informed the new buyers that the rent would increase to $1,600 a month. I know that many leases specify maximum rent increases but since the buyers will be on a new lease, can the property owner charge whatever they'd like? 

Wouldn't this mean that property owners could keep their tenants for life if no buyer would ever pay the new higher rent price? I'm hoping that there's some kind of law that we can reference. Thanks!
