Buying for me and family

Which city would be suggested to be affordable and safe for women. I'm looking for a four-plex so I  can rent 1 out and have 1 for me, my mom, and my sister. I have heart disease, my sister has brain cancer  and my mom is disabled. I don't want to spend alot, but I also know I need it to be together enough because everyday we may not be able to work on it. We are also all on disabled so that means low funds monthly but it also means we can move anywhere as long as there is good doctors.
