Inheriting non permitted work on a rental property

Hello everyone,

I'm looking at an off-market deal for a small single-family with some unpermitted work done to it, namely converting a large three-season room into a family room. It has been owner occupied, but my intention will be to rent it out. I've been wondering how to consider this in regards to my offer.

A few more details:

1. I do know the seller personally and know who they hired to do the work. I am confident it was done well, but of course, I know that does not matter.

2. I will need a certificate of compliance from the city to rent the house.

3. I'm planning for the property taxes to go up if the work is approvable.

4. I have a renter ready to move in if I go forward but I don't know what unpermitted work means for liability. I'd assume I should not rent until the work is approved or removed...
