Discounted Land = Good Opportunity for passive income?

My goal this year is to create passive income. 
I have an opportunity to buy commercially zoned land in a great location here in SC at a discounted (friends) price. I have several clients looking to rent so I can most likely rent out about 15-20k sf. Problem is, I don't have the capital to buy the land outright. And, I'd have to bring in a developer to help site plan, build, etc. 

Hoping ya'll can help give ideas on how to structure this to work where I could own the land & create passive income with NNN tenants (if that is the best way to go).
