Found empty house - How to approach Dr owner

New to real estate investing, and looking to purchase two homes this year.

While waking a nearby neighborhood, I talked to a neighbor that gave me a tip on a empty house. He gave me insight that the house has been vacant for years, city has been called to mow the lawn, and it’s owned by a practicing physician, whom I found.

The house looks to be a great rental property if the price fits (good neighborhood in right area of town, size and yard are right, etc).

Any suggestions on contacting the seller and gauging interest? I found his work/hospital number, but being a Dr he’s probably not going to enjoy an office call. I also found his personal residence (he doesn’t check his vacant houses mail often per the neighbor). Call to office? Letter to his primary residence? Find his hospital email (which I could probably get from friend)?
