Investment Property in Monterey CA

Hello all, I am brand new to BiggerPockets, and also new to Real Estate.  I'm currently living in Monterey, CA as a Military member and am potentially looking to buy my first home/multi-family home here.  The goal is to live here for a year or two and then rent it out long term as an investment property.  My wife is working as a nurse so upon my retirement from the military we're thinking we may return to the area down the road as well.  

I'm planning on using my VA loan to fund the potential purchase of the home and am just curious how the market is and if there is any potential for properties that will cash flow (in Monterey or the local area). Any and all input would be greatly appreciated. Thanks for your time, and have a great day!
