Burned-down duplex in Philadelphia

Burned-down house on N Park Ave in Philadelphia, PA 19141. RSA-3 zoning.
The house is about 1800 sq.ft, on a 7000 sq.ft lot.
Is it wiser to rehab the property for about $100k + the fees in getting it up to code, or demolish the house and develop two attached duplexes on the land?
