How to locate a good cash buyer

Hello,

I'm trying to look for a cash buyer for my parent's house.

Their house is in pre-foreclosure status and I see a lot of ads on cash buyer.

I'm not sure if any of them are legitimate & legal. Is there a way to verify cash buyers or a trusted buyer list?

Please let me know if there are any resources on this.
