high numbers of fourclosures

I look on my in my county records a lot and i noticed the other day that foreclosures in my area have risen in my area 316%. how do I tap in to this market. there is also alot of new development in my area is this a sign of recovery. i also know that home sales in the area has also risen from the same time last year.
