Mobile Home Dilemma (no title)

Can you get a new title for a mobile home that has no title? The home was considered destroyed by the insurance company, paid money and submitted letter of destruction to DMV. My in-laws, who own it, fixed it up better than it was. Issue now is we can't sell because it has no title. We rented it for 2 years and they moved out. So instead of renting we are looking to sell. But cannot sell to anyone who needs a mortgage. We can only sell to an investor who wants a rental property. We were netting $900 a month, but could get more. The home is located in Port St. Lucie FL in the Savanna Club. The land is owned, not leased from HOA.
