Question about Appraisal double dip
I recently had an offer accepted on a single family property in the Pennsylvania area. It took a little while for my lender to find a appraiser to go out to property. They said it was due to the COVID pandemic When the appraiser came out they wrote a report but did not give a value to the property. On their report they mentioned due to some mold on the bottom of a wall in basement and the fact that the gas was not on they could not give a value. Those things needed to be fixed then they came back out,with an additional cost ,then gave a completed report My question is is this common or was I taken advantage of. Thanks in advance
