Huge Annual Special TDD Assessment bill from Hazelwood MO

Was not aware of every year's annual assessment bill from the Transportation Development District when in bought the property and it is a huge bill now. Most of the businesses are closed and not operating in that business park. No income on the property at all. Any suggestions on how to deal with the assessment bill.
