does a new hot water heater and electrical increase condo value?

They said they put in new hot water heater, electrical box, re-painted entire condo, and that makes it worth 92,000.  does new water heater and electrical box increase value?  

Recent sales were 101,000, 60,000, 83,000, 85,000 and 88,000 of similar size condo's

In retail real estate, there are 'sexy' and 'who cares' improvements. 

Often, the 'who cares' is more important than the former:  new plumbing or electrical throughout is a great improvement, but it just ain't sexy.

Granite or quartz, stainless, LVP, touches of ceramic, lots of grey or muted tones, sharp landscaping--these are the sexy ones.  

As we all know, sex sells.
