Anyone heard of Veteran Echo Foundation buying rehabs?

I have a rehab under contract and want to wholesale it.  someone with the Veteran Foundation Echo says they want to buy my wholesale property for $15k over asking with a tax certificate. I’m like 98% sure this is BS, but before I ignore them, has anyone heard of them?
