How to buy vacant house that is NOT CONFIRMED as vacant by City?

In Baltimore City, I can visibly see Vacant and Abandoned boarded-up houses. A search on the State's Taxation and Assessments website can show the Owner of the Address and Mailing Address. However, these properties list the Owner's Mailing Address AS the vacant property. The property is not listed on the MLS and is not for sale. How can I get an audience to discuss this property?
