How to Brrrr a duplex that's rented?

Curious how other investors have approached a duplex/multifamily with the intent to brrrr but the units are currently rented. Do you raise rents in hopes that the tenants eventually move out? Terminate their tenancy?  Follow up question, do you evaluate the property as a rental or a brrrr or both?
