Inquirying city owned homes

Hey everyone! I need some help there are a few city owned properties that need total rehab and I would like to either buy them or fix and flip the properties for the city (we have a team construction team) to beautify the city but I don't know who to get a hold of? I called the city but they claim to not know anything please help? Thank you!
