Purchasing Property with Issues

Anyone have advice on purchasing a property with problem tenants? I could potentially buy a duplex for a little under market (maybe 175k-180k for a property that should be 200-215k) in a quickly growing area of town but the current landlord has two tenants that haven't paid for months and show no signs of starting to pay any time soon. Of course, evictions are currently paused through at least the end of the year.

Any ideas for how to navigate this? On the one hand, I like the property and the location, but on the other, this would be a large purchase for me if the eviction moratorium continues into next year. Worth pursuing or should I pass on this one?
