Accepted Offer , Agent lied about tenants

We are in the process of house hunting, and finally received an accepted offer. Upon viewing the property the agent told us the tenants would be moving out immediately.  We decided to move forward and conduct an inspection, after inspection the agent now tells us the tenants arent moving.  Is this allowed or fair? Can we get our inspection costs back?  She even had the nerve to ask if we would like to purchase with the tenants.  I feel so discouraged this has been a long journey for us.
