We were buying as a primary residence, and told the agent that when we went to the open house.  We did an inspection within three days of the open house after accepting offer and asked again when the tenants would be leaving so to me if feels like a lie.  After going over the inspection she asked do we want to purchase with the tenants they arent leaving. It feels misleading and intentional

We are in the process of house hunting, and finally received an accepted offer. Upon viewing the property the agent told us the tenants would be moving out immediately.  We decided to move forward and conduct an inspection, after inspection the agent now tells us the tenants arent moving.  Is this allowed or fair? Can we get our inspection costs back?  She even had the nerve to ask if we would like to purchase with the tenants.  I feel so discouraged this has been a long journey for us.
