Buying foreclosed and pre-foreclosed properties

In general, the market is very hot right now.  Houses are in short supply, and buyers are gobbling them up.  That is why I am wondering if this is possible, and if so, why someone hasn't done it already on these properties.  Again, I am new and learning, but if this is possible, I see some potential deals I could try to put together.
