Building a 4 plex in the Bay Area

Hello all,

I would like to purchase land in the Bay Area of California, and build a small multi family(4plex).We want to house hack one of the units, and rent out the other 3.We are planning on using a va loan, and doing a modular build. Any thoughts or suggestions on how to best accomplish this with the least amount of mistakes? We have a builder, and lender in mind, but are open to suggestions.
