NJ HVAC Permit question

I’m a Homeowner of a townhouse in Clifton NJ. Paid HVAC Co to install new. Invoice arrived via email. I ask for proof of permits 2x via before I pay up. Not one reply. It’s been a month. I’m positive they would want their money. The site, HomeAdvisor acct & business pages are active with reviews from PA & NJ.  Any idea what I can do to get these permits sealed? I’m not able to pull as homeowner because I’m in townhome the town says. Thanks
