[ Allegheny County PA ] Wholesaling properties with back taxes

I am working with a few sellers in Allegeny County PA area. They are willing to sell me their vacant property for back taxes that are owed. As I am learning more about the area, It seems that there are county, city and school tax that needs to be satisified before ownership is changed ( feel free to correct me if I am wrong ) . After contacting Jordan tax services, I learned I had to go through a Vacant Property Recovery program. Unfornately that department is not picking up " due to having a high call volume because of covid ". I am also learning that the county, and city and school tax are collected and managed separately. City and school tax seems to be collected together, and county is seperate. My exit strategy was to wholesale the properties to other investors.

Just looking for a bit of direction from any investors/realtors in that area.

- Are wholesaling these properties possible ?

-Is this the correct information I am received ?

- As an interested purchaser how can i confirm exactly the amount of back taxes owed in that area.
