Bundle package deal

I'm a fairly new investor and I have a question about a deal I'm trying to close, hopefully someone can offer sound advice. I have a tired landlord who is wanting to sell multiple properties as a bundle package, refuses to sell individual property. One is a sfr and the other is a duplex. Both of the properties are tenant occupied, and both are on month to month lease except for 1 unit of the duplex is section 8 so they are on yearly lease. The duplex market value is listed at 85k and his asking price is 80k non-negotiable and the sfr market value is listed at 135k and his asking price is 50k. I'm set to make a decent profit if I can close but the issue is he refuses to sign a purchase & sale contract, no explanation other than he doesn't want those properties "flipped". I'm only looking to wholesale those properties. If anyone has knowledge or experience with this sort of issue, your input would be greatly appreciated!
