Problem with a builder

This could be a long post with a lot of detail that wold probably help, but I'l try to keep it concise.

Not as much an investment question, but a problem with a builder. I bought a new home, closed and moved in two months ago. Between the builder, my realtor and I, it was all smiles and good vibes, it's a gorgeous house. When we went under contract it was unfinished - I assumed in the four weeks until close it would be finished. I didn't even think to add in a clause with consequences about that. My realtor had no idea either. Final walkthrough the night before was a ridiculous charade with little work having been completed in the four weeks. This was my first red flag. 

Once I moved in (and they all got paid), I became a project manager trying to navigate the remaining tasks. It has been like pulling teeth trying to get him to finish the house. Some days he had a worker here, then weeks would go by with nothing. He also enthusiastically agreed to do some custom work as well, and we signed "legal" agreements with my realtor for this. There were deadlines in place, but he has totally disregarded those. Deadlines don't seem to mean a thing to him.

 Now the builder seems to have lost interest when it's about 90% done. He has moved on to the next house (right next door, also rushing to finish now). He now seems disinterested in not only finishing the house, but also the custom work that he signed an agreement to. He still comes over and makes excuses and smiles his *** off, but nothing ever gets done. 

After all the promises that this was going to be "perfect," he seems completely disinterested. It's mind boggling really. 

Talking to him goes nowhere. It's all smiles and promises. But the tension is real. Every answer is vague. I could go on with examples. Workers rarely show up when a time and day has been agreed. Overall it's almost like he refuses to address the fact that I am a customer now living in the house I paid for, it needs to be completed. 

I have no idea what to do. I resent the fact that I am having to chase him down to finish what should have been finished already. I don't know how to compel him. I am raging inside, and I'm struggling to keep my temper in check. My realtor has largely faded off. She has dismissed all this as not a big deal, just stay positive, don't worry, etc. Very casual. 

I will have guests coming eventually. There are power outlets that don't have power. Closets unpainted. Porches unfinished. Wall repairs needed. There is a screened in porch that is not finished because he says they are waiting for one tiny little part that goes on a corner, that was like four weeks ago. Lots of little stuff.

I can provide any further detail that might help illustrate the situation. What should I do?!
