County Assessor Value vs Sales Price whats the real value

If the County Assessor asses a property for 31k and the seller wants to sale the property for $50k, what is the real value of the property? Does
the County Assessor valuation affect the equity of the property for sale? Should I use the Assessor valuation as a start point for the sales negotiation?
